About the Book The decision in 1982 by the Canadian government to allow
cruise missile testing in the high arctic by their U.S. allies was a controversial one, with the political
fall-out affecting three successive governments until the late 1990s. Each government faced harsh criticism
from activists, opposition parties, and the general public, with attempts to appease domestic unrest having
little or no effect.
About the Author John Clearwater lives in Ottawa where he currently
works as a consultant. He was Editor-in-Chief of the prestigious Arms Control Reporter journal, as well as a
guest lecturer in the Security Studies Department at MIT in Boston. Dr. Clearwater earned his Ph.D from
Kings College, University of London, and has worked as a military and strategic consultant for over 10 years.
